Since 10 March 1979, PARMAN Incorporated has operated as a POEA licensed manpower agency in the Philippines, upholding excellence and quality as the standard for every worker we deploy. Four decades on, we remain one of the pillars of the Philippine overseas recruitment industry.

Founder
PARMAN was created on 10 March 1979 by the late Col. Juanito N. Ferrer a retired colonel, a World War II veteran, and an Oklahoma State University Master’s Degree holder in Civil and Sanitary Engineering. His initial brainchild ERECSA, was set up as a construction company for overseas projects specifically in the Middle East and Diego Garcia.
The eventual merger of PARMAN with ERECSA initially envisioned as the non-construction counterpart., quickly became a specialist supplier of engineering, construction, and operations manpower for the Middle East construction boom, laying the foundation for PARMAN to become the DMW licensed manpower agency it is today.
Under chairman and president Joel Ferrer, who joined the company in 1982 as VP for Finance, PARMAN expanded into new territories while holding firm to the values that built its reputation: professionalism, reliability, and integrity in every relationship with principals and workers alike.
To date, we have deployed over 35,000 Filipinos workers to principals across the Middle East, Africa, the Pacific, Europe, and the Americas. We have upheld our philosophy of not charging placement fees to workers, a founding principle that keeps our talent on the job, free from financial burden.

Awarded by the Central Bank of the Philippines as one of the country's Top Dollar Earners.
1986
Joel Ferrer promoted to Executive Vice President; PARMAN expands into new territories.

Retired colonel, World War II veteran, and civil engineer trained at Oklahoma University. Founded PARMAN in 1979 to provide Filipino manpower to the Middle East construction boom, later serving as Secretary of the Department of Public Works and Highways.

A.B. Economics (Ateneo), MBA in Finance and Marketing (AIM). Formerly with Bank of America Manila and Summa International Bank. Joined PARMAN in 1982 as VP Finance and has led the company through decades of international expansion.
